Can you explain why you think you paid more than the advertised price (looks to me like you paid the right price)? Did you contact our sales or support department so they can figure out whats going on and get you the Excel support you're missing?
In theory no one should need to purchase the maintenance. But lets say 6 months from now somethings wrong with your phone and you need to redownload; you would need the maintenance for that. We had a few folks abusing the unlimited downloads so we put a maintenance plan in place. But like you said, in theory no one should need it if they download their installers and store them safely.

Purchased DataViz's 'Documents To Go' application for 69.99USD.
Did not opt for 'download insurance'.
Why should anyone need to?
Nothing went wrong with the download.
I received a clean file and it loaded onto the phone with no problems.
The only problem is that one of the features, the ability to read Excel files, is not present.
Would not recommend doing business with DataViz unless you're willing to spend more than the advertised price.
